The headlines about the San Leandro shoreline have mostly been about the stalled redevelopment. Meanwhile, the City and its partners kept building. A free outdoor Fitness Court opens at Marina Park on Saturday, October 10, at 10 a.m. A new branch library is going up along the shoreline. East Bay Regional Park District has finished the long soil-fill phase at Oyster Bay. The private part of the project, the roughly 500 homes plus the restaurants, retail and hotel, is in front of a federal bankruptcy judge. As of October 4 no ruling has been posted.
If you use the Marina for walks, golf, dog runs or dinner, that split shapes your plans well into 2027. The public facilities are on fixed schedules you can track. The private redevelopment depends on a court ruling, and no one can promise a date for that.
The City and the National Fitness Campaign announced the Fitness Court on October 2. It's an outdoor body-weight gym with seven exercise stations, built for users 14 and older at any fitness level. A free Fitness Court app works as a digital coach. The Rotary Club of San Leandro put $100,000 toward it. The launch at 10 a.m. on October 10 includes a ribbon-cutting and a demonstration, and residents are invited to try the stations.
Rotary Club President Kenneth Pon described the idea in the City's announcement:
"The Rotary Club of San Leandro envisions the Marina Park Fitness Court as a free, outdoor, public resource that removes many of the usual barriers to exercise—especially membership fees, gym transportation, and the need for specialized facilities."
It joins a park that already has a lot. The City lists Marina Park at 30 acres with picnic areas and barbecue grills, play equipment, restrooms, an outdoor gym, open lawn and a mile-long par course. Marina Dog Park has shade structures, picnic benches, water faucets, and separate areas for small and large dogs. The small-dog side is for dogs 25 pounds or under. The Bay Trail runs through the park as a one-mile loop out into the bay, then continues around the golf course toward San Leandro Slough and Doolittle Drive. That trail description comes from a 2021 regional map page, so check current conditions before planning a long ride.
The other City project on the shoreline is the Mulford-Marina Branch Library, which is under construction. The City describes a 3,900-square-foot building with a multipurpose room, a children's alcove, outdoor seating, landscaping and walking paths.
The City's summer newsletter said it would open in December 2026. The City's construction bulletin for the week ending July 3 moved completion to January 2027. It blamed a slip of about two weeks on a structural design change to the column base plates in the main hall. At that point the wall framing was done, and roof beams, framing and sheathing were going in. The bulletin gives a completion date, not a public opening date. Plan on a holiday-season opening only if the City confirms one.
The delay is a two-week engineering fix, the kind of setback a public project with a contractor and a weekly bulletin can absorb. The private side of the shoreline has no published construction schedule at all.
South of the Marina, Oyster Bay Regional Shoreline has spent years taking in truckloads of clean fill to reshape the land. The Park District now says that fill work is complete. The next phase adds sewer and water service, full-service restrooms, a new parking lot and staging area, butterfly and pollinator landscaping, and wayfinding signs.
The project page gives two start dates. Its overview still says summer 2026, while its Project Status section says spring 2027. Spring 2027 is the later and more specific figure. The Park District's alerts page still mentions soil delivery and grading but lists no trail closure.
Several things already work there. The 18-hole disc golf course has been open since December 2021, with its main entrance on Neptune Drive. Two miles of paved Bay Trail run along the park's edge between the Neptune entrance and the Bill Lockyer Bridge.
The Shoreline Development project was approved with about 500 homes, restaurants and retail space, plus a new library and a renovated Marina golf course. The library is the only piece of that list going up today, and the City is the one building it.
The project is split by Monarch Bay Drive, and each side has a different status.
The City filed its own plan in October 2025 and amended it in February 2026. It would sell the Eastside property to a qualified developer. The debtor's plan would also sell to a developer, but on a different timeline. The Mercury News reported on June 23 that Century Communities had backed out of its $68 million purchase agreement by December 2025.
The City's July update said the confirmation hearing would start September 30. A court order signed September 28 limited the hearings to October 1 and October 2. Court calendars for both days list hearings on both plans but show no ruling. The judge can confirm the City's plan, the debtor's plan, or neither. The City posts updates at sanleandro.org/shoreline.
Two smaller items are worth tracking. The City and Cal Coast held a community meeting on July 30 at the Monarch Bay Golf Course clubhouse about redesigning the nine-hole Marina course. No public recap or design decision has been posted since. Separately, the City won a $1.092 million EPA grant for clean-water infrastructure in the Shoreline area, secured with help from Congresswoman Lateefah Simon. In July the City was still waiting on the grant agreement.
The places that keep the Marina busy on an ordinary Tuesday are already open. None of them depend on the court ruling.

Horatio's has served food at the San Leandro Marina since 1979, with dining rooms built around handcrafted beams and nautical artifacts that look out over the bay. The Landing shares an address with the golf clubhouse. Its hours table says 7 p.m. every day, but its FAQ lists 7:30 p.m. Monday through Thursday and 8 p.m. Friday through Sunday. Call before an evening visit. The golf club doesn't post fixed course hours, so the tee sheet at monarchbaygc.com is the most reliable guide to open times.
As for events, the City's recreation calendar for the rest of October lists Pumpkin Splash at the Boys & Girls Club Pool, an outdoor movie night at Floresta Park and Halloween BINGO at the Senior Community Center. None of those are on the shoreline. That makes the October 10 Fitness Court launch the one scheduled shoreline event on the City's books this fall.
